In response to Executive Order 13768 (January 25, 2017), Enhancing Public Safety in the Interior of the United States, the Trump Administration has directed relevant government agencies to:

“Make use of all available systems and resources to ensure the efficient and faithful execution of the immigration laws of the United States…”

Consequently, as of March 22, 2019, all applicants and co-applicants seeking to change or extend a non-immigrant visa status are now required 1) to pay an additional $85 biometrics fee and 2) attend an appointment at a USCIS Application Support Center (ASC). The new 539 process will affect ALL non-immigrant visa applicants, including B-1/B-2, F-1, H4, and L2.
